Robbi Perna has spent more than 20 years as the sole proprietor of her own company, MezzoGiorno Consulting, specializing as an analyst for strategic communications and a proposal volume lead, senior technical writer and editor. Over that period, her clients have included the U. S. Army Chief of Staff, U. S. Army Public Affairs, L-3 Communications, LMI, Armed Forces Service Corporation, Booz Allen Hamilton, ORSA Corporation, Leidos, SAIC, and Raytheon. 

Dr. Perna has authored operating concepts for Joint Forces Command and position papers for the U. S. Army’s Training and Doctrine Command. Her proposal work includes more than 35 pursuits for SAIC, Leidos, Engility, and Raytheon covering Homeland Security, the military, and the intelligence sectors. Her published works include more than 35 Army-related and other articles, publications, and white papers. In addition to her professional work, she served as a member of the Army Science Board from October 2000 through October 2008. Dr. Perna's other published credits include a broad range of subjects across the spectrum of military, political, and art history spheres of influence. In 2009, the IO Journal published an article entitled The Role of Background Conversations, Culture, and a Harmonized Communications Strategy in Effecting Change in its inaugural issue.

Dr. Perna served as a Vice President for the George Washington Chapter AUSA board, as a member of the Senior Information Operations Advisory Council, and is a Director Emeritus of the Norwich University Alumni Association. In April 2000, Dr. Perna became the first woman named a Distinguished Member of the Regiment, 3rd US Infantry (The Old Guard).


Dr. Perna’s educational background focuses on the use of various media for propaganda purposes. She received her B.A. from Denver University, and her M.A. from Norwich University. Her Ph.D. conferred by the Union Institute and University includes seminar work completed at St. Johns College of Oxford University, Mills College, and Sweetbriar College.
